Commissioning Management
Rose Building Services offers an independent Commissioning Management Service which efficiently manages the Testing and Commissioning Stages of any building to ensure compliancy with all the requirements and codes of practices.
A common misconception in the Construction Industry is that commissioning is ‘at the end of the project’, however believe it or not, to add value and save money on your project, and to obtain the correct building which operates as required, it is crucial that the Commissioning management process commences at the design stages and is monitored regularly throughout the construction process.
Carrying out a Commissioning focused review at the design stages of a contract defines the required Commissioning Strategy and ensures that the Commissioning process/activities have been clearly and logically integrated into the overall design and programme of works. Our commissioning managers are trained to identify the risks and mitigate these using the correct monitoring tools required to suit the project (Risk Schedules, Activity Schedules, Trackers, etc).
Review of the Contractors/Specialists Commissioning Programme which is developed to interface with all the necessary specialists and trade contractors gives a holistic approach to the close out stages of the project. We ensure that all Commissioning Method Statements and Risk Assessments are scheduled and approved prior to commencement of works.
Our managers will chair regular commissioning meetings to ensure communication with all parties is clear, allowing areas of concern to be addressed prior to becoming issues. The witnessing of the testing will be undertaken throughout the construction period at the required intervals with pressure testing and Building Control testing during construction, and with final witness testing as well as Integrated System Testing (IST) following as required. We will arrange client witnessing also as required.
Final performance documentation will be collated, and provided along with the necessary Commissioning Reporting. Final handover will be achieved with Client Training and Seasonal Commissioning.
Our Independent Commissioning Management Team can provide the following services:
- Initial studies of Design Consultants specification and drawings obtaining sufficient information to identify requirements and intentions for the project
- Prepare Testing & Commissioning Plan/Strategy Proposal
- Prepare and develop Commissioning Presentation and address to organisations associated with the project.
- Review of final detailed design drawings, technical specifications, ER's and information relating to the scope
- Produce co-ordinated outline Commission Plan and identify method statement requirements for each of the building’s systems
- Review all M&E systems and equipment to ensure compliance with the design and commissioning requirements and check for Commissionability and maintainability
- Technical Submission lists to be created for subsequent review and comparison in relation to Design Detail and Design Review.
- Report on issues identified during the review/develop risk management process.
- All as CIBSE Commissioning Code M.
Quality Assurance Records - Documentation
Design / Commissioning Reviews (Mechanical / LV Electrical / Public Health / Information Systems)
- Produce a witnessing procedure for all of the static system tests in accordance with regulations.
- Produce a witnessing procedure/Activity Schedule Tracker for each control device.
- Review the detailed commissioning plans/programmes from the associated specialist contractors.
- Review, discuss and agree with all parties the witnessing programme and agreed staged witnessing of services.
- Prepare a comprehensive testing and commissioning plan including the integrated testing of individual services, systems and interfaces.
- Review and prepare strategies in relation to integrated site wide systems.
- Attend any required Off-Site Testing.
- Manage any existing systems surveys and quality assurance processes to ensure procedures and interface connections are satisfactory.
- We will audit the witnessing of static system tests and the documentation of all test results.
- Review, control and comment on system completion checklists.
- We offer a pro-active approach into investigating and resolving problems and technical issues which arise during the commissioning process. In particular, identifying why such systems have failed to achieve the specified conditions.
- Attend as necessary construction meetings.
- Attend regular Project progress meetings.
- High Level Installation/Pre-Commissioning checks undertaken by our Commissioning Management team prior to Commissioning Activities.
- Co-ordinate/engage with Client, Consultants, Architects, Project Managers and Authorities.
- Witness/audit of the commissioning for all M+E systems by sub-contractors. Collate and comment on commissioning results prior to Consultant witnessing.
- Provide the client with regular reports relating to the commissioning progress.
- Attend/chairing regular commissioning meetings to discuss and monitor progress.
- Production of a 2-week look ahead programme that identifies immediate actions needed to achieve the required overall progress.
- Conduct the necessary witnessing of the identified and agreed systems on behalf of the main contractor in connection with hold points identified and agreed with the main contractor.
- Coordinate, collate and review the test and commissioning sub-contractors relative test results, organise and witness the interface elements and ensuring commissioning tests are being conducted correctly and in accordance with the approved method statements.
- Generate procedures in relation to Interface Tests/Environmental and Integrated System Tests.
- Maintain on site a copy of the latest commissioning test results, latest marked up progress drawings and method statements for the work at hand in relation with the site document control.
- Carry out the necessary verifications to ensure O&M documentation requirements.
- Overseeing the production of associated O+M manuals and record documentation.
- Collate all the relative test certification, commissioning data, sign off documentation etc. for inclusion in the Building Log Book.
- Oversee, the production of all commissioning documentation, ensuring that the necessary contractors complete the production of such records and reports to meet the programme.
- We shall organise processes in relation to services systems interface, integration and environmental tests.
- Handover and training requirements organised including production of Schedule of Training for MEP Contractor/ Specialist.
- We are able to return to site following completion to carry out a review of installations. This would be from an efficiency perspective and to prove systems are being operated as detailed within the training and the information contained within the O+M Manuals. The building log book would also be reviewed and actioned accordingly.
- Seasonal/re-commissioning can be organised to detail full building performance loads during Summer and Winter periods with partial load conditions conducted in Spring and Autumn. Reports shall be conducted based on evidence of system conditions whilst addressing any concerns raised by customers, staff and facilities management.
